I noticed over the past year that this “BOER” character gets around, or at least, around St. John’s. The top photo was taken on Duckworth Street, the second is from Churchill Square, and third was taken through a fence looking towards the Grace Hospital.
A Boer war perhaps…?

Strange, this comment reply didn’t seem to show up in my mail. Anyhow, the short answer is no, you don’t want to mess with a civilization which, at a loss for land, will part the waters for to live below the sea. This and the fact that they seem to survive solely on sweets.
